Japan admits submarine took part in South China Sea drills

日本承认自卫队潜艇在南中国海演练

Japan’s defence ministry has admitted that one of its submarines took part in naval exercises in the South China Sea last week, the first time the government has publicly said that one of its vessels had acted in such an event, amid growing signs of China’s military build-up in the contested waters.

日本防卫省承认,日方一艘潜艇上周参加了在南中国海进行的海军演习,这是日本政府首次公开表示日本舰艇加入这样的演练,其背景是越来越多迹象显示中国在这片有争议水域加强军备。

The exercise involved the submarine Kuroshio and three warships en route to visit Vietnamese naval forces, according to the ministry yesterday.

据防卫省昨日介绍,这次演习涉及“黑潮号”(Kuroshio)潜艇和三艘水面战舰,当时它们正在访问越南海军部队的途中。

China began building military installations on artificial islands in the area last year, aerial footage from the Center for Strategic and International Studies, a US think-tank, shows. Beijing says the developments are defensive.

The naval drill was not held in the area where island construction is under way but could still irritate Beijing ahead of a visit by Shinzo Abe, Japan’s prime minister, to China in October.

Relations between the Asian rivals have improved after years of tension, particularly so in the wake of Chinese concerns about the protectionist trade policies of Donald Trump.

In May, Li Keqiang made his first visit to Japan since becoming premier in 2013. The following month, the two nations agreed to open a hotline to prevent a military clash in an effort to manage a territorial dispute over the Senkaku, or Diaoyu, islands.

Mr Abe is keen to build on the burgeoning trade and economic relationship between the two without jeopardising Japan’s relationship with the US.

Taro Aso, Japan’s finance minister, travelled to Beijing for talks with his Chinese counterpart last month, resuming a high-level economic dialogue between the countries.

“There is a clear improvement in Japan-China relations and the latest exercise [was] carried out with the understanding that it won’t be too provocative,” said Noboru Yamaguchi, a retired lieutenant-general in the Ground Self-Defence Force.

“日中关系有明显改善,最近的一次演习是在心知这不至于太挑衅的情况下进行的,”陆上自卫队退役中将山口升(Noboru Yamaguchi)表示。

“Japan believes it is the kind of exercise that every country has done and is entitled to carry out.”
