President Donald Trump has launched a blistering attack on Germany at a Nato summit, accusing Berlin of being a “captive of Russia” and attacking Chancellor Angela Merkel for not spending enough on Europe’s defence.

美国总统唐纳德•特朗普(Donald Trump)在北约(Nato)峰会上猛轰德国,指责柏林方面沦为“俄罗斯的俘虏”,并谴责德国总理安格拉•默克尔(Angela Merkel)在欧洲的防卫上支出不够。

In an outburst timed to the opening of the two-day meeting in Brussels, the US president said Germany was a “rich country” that could boost defence spending “immediately”, setting the tone for a gathering many allies feared would become a public display of divisions.

美国总统在为期两天的布鲁塞尔会议开幕之际发表尖锐言论,称德国是一个“富国”,本来可以“立即”增加国防支出,此言为本次峰会定下基调;许多盟友担心本次峰会将公开暴露北约内部的分歧。

Mr Trump has criticised Germany in the past, but the pointed remarks at an annual event normally used to underscore unity unnerved some allies, coming days before the US leader is due to hold his first formal summit with Vladimir Putin, the Russian president whom he has praised in the past.

特朗普过去也曾批评德国,但在通常被用来突显团结的年度峰会上发表尖刻言论,使得一些盟友感到不安,而且就在几天后,美国领导人将与他称赞过的俄罗斯总统弗拉基米尔•普京(Vladimir Putin)举行首次正式峰会。

“Germany is a captive of Russia . . . They’re getting so much of the oil and gas from Russia,” said Mr Trump, referring to the Nord Stream 2 pipeline, which will allow Germany to bypass Nato allies to the east and increase gas imports directly from Russia.

Mr Trump, who has often lambasted many Nato nations for failing to reach a goal agreed in 2014 to spend 2 per cent of economic output on defence, said yesterday that Nato countries should go much further and double that commitment to 4 per cent. The US is estimated by Nato to spend 3.5 per cent of gross domestic product on defence this year.

特朗普经常谴责许多北约国家未能达到2014年约定的将经济产出的2%用于国防的目标。他昨日表示,北约国家应该大幅加码,将这一承诺翻倍,至4%。据北约估算,美国今年的国防支出将为国内生产总值(GDP)的3.5%。

Sarah Huckabee Sanders, the White House press secretary, said: “President Trump wants to see our allies share more of the burden.”

In a declaration agreed later in the day, Nato leaders criticised Russia, saying the Kremlin’s “aggressive actions, including the threat and use of force to attain political goals, challenge the alliance . . . are undermining Euro-Atlantic security and the rules-based order”.

But the communiqué was overshadowed by Mr Trump’s remarks, made at a tense breakfast with Jens Stoltenberg, Nato’s secretary-general, that was partly televised. “It certainly doesn’t seem to make sense that they paid billions of dollars to Russia and now we have to defend them against Russia,” he said.

但特朗普在与北约秘书长延斯•斯托尔滕贝格(Jens Stoltenberg)气氛紧张地共进早餐期间发表的言论(其中一部分被电视转播),给公报蒙上阴影。“这显然说不通——他们向俄罗斯支付巨额资金,现在却要我们来守卫他们不受俄罗斯的侵犯。”他表示。

Mr Stoltenberg stressed the importance of allied unity, but Mr Trump shot back: “How can you be together when a country is getting its energy from the person you want protection against?”
